Former Syrian security officer convicted in Austria returns home to Syria while appealing sentence

Lieutenant Colonel Musab Abu Rukba, who headed the police criminal investigations department in Raqqa during the Assad era, was sentenced by a Viennese court to eight years in prison for bodily harm, aggravated coercion and sexual assault against detained opponents. Austrian officials considered him low-risk, allowing him to stay out of custody throughout the trial and appeal. In early August he flew to his native town of Nawa in Daraa province, where relatives organized a celebration that claimed he had been "released from prison."

The Syria Justice and Accountability Centre criticised the Austrian judicial system for failing to detain him and warned that his return highlights the limited accountability of former regime officials in Syria’s new authorities. Syria’s ministries of Interior and Justice have not responded, and an Austrian court spokesperson said his departure does not violate any Austrian law pending the appeal.
