Former therapist accuses two Minnesota autism centers of fraud and inadequate care

Grant Morgan, a former therapist in Minnesota's Early Intensive Developmental and Behavioral Intervention program, disclosed serious shortcomings at Milestone Development Center and Spectrum Therapy Center, both owned by Somali entrepreneurs. He reported the absence of qualified supervising professionals such as QSPs or BCBAs, inadequate documentation of services, and staff who appeared unqualified to deliver applied behavior analysis.

Morgan also raised concerns about possible Medicaid billing fraud and noted that many clients did not seem to have autism diagnoses. The Minnesota Department of Human Services confirmed open investigations and has removed both agencies from the Medicaid program, pending appeals. Both centers denied the allegations, claiming compliance with state regulations and regular audits. Morgan linked the issue to broader concerns about Somali-owned facilities operating under outdated licensing standards.
