Former Ukrainian foreign minister warns Russia could test NATO with just five drones

Dmitro Kuleba says Russia needs only a handful of drone strikes on NATO members to probe the alliance’s cohesion and could drag the West into war.

Dmitro Kuleba, who served as Ukraine’s foreign minister, told the Axel Springer Global Reporters Network that Russia could test NATO’s solidarity with as few as five drones targeting critical infrastructure in member states. He argued that Moscow is fostering anti-European hysteria to ready its population for a wider confrontation with Europe and that President Vladimir Putin intends to draw the alliance into conflict.

Kuleba dismissed the prospect of negotiations ending the war, saying Putin seeks neither a pause nor a compromise. He also warned that Ukraine is heading into its harshest winter since the full-scale invasion, as Russian attacks on energy, water and sewage systems increase. Despite the looming hardships, Kuleba expressed confidence in Ukraine’s adaptability, though he noted the cost will be far higher than the previous winter.

Why it matters

The warning highlights potential new tactics that could destabilize NATO and intensify the Ukraine conflict.
