Former Windsor mayor ordered to pay $13 million after civil verdict on sexual assault claims

A civil jury concluded that former Windsor mayor Dominic Foppoli sexually assaulted seven women, issuing compensatory awards that total $13 million, with individual payouts from $6,000 up to $4,650,938. The verdict also held the Santa Rosa chapter of the all-male charitable group Active 20-30 liable for one plaintiff’s assault, adding a $2 million judgment. The allegations, covering incidents from 2001 to 2020, include claims of drugging drinks and repeated rape, though Foppoli has consistently denied wrongdoing and has never faced criminal charges.

The state attorney general’s office had previously suspended a criminal probe due to insufficient evidence. Plaintiffs’ attorney Traci Carrillo called the decision a validation of the survivors’ perseverance. Foppoli’s lawyer Andrew Watters announced intentions to seek a mistrial or appeal, arguing the jury was swayed by questionable evidence.
