French Parliament unanimously passes comprehensive gender-based violence bill in first reading

The French National Assembly voted unanimously to adopt the full integral law against sexist and sexual violence, sending it to the Senate.

The French lower house adopted on Tuesday the complete integral law against sexist and sexual violence with a unanimous vote of 503 in favour and none against. Rapporteur general Céline Thiébault-Martinez praised the text as a significant step, even though articles protecting foreign women were removed, noting its expansion from 69 to more than 110 articles. The bill introduces a minimum investigative framework to be completed within a year, creates specialized police units, and establishes a dedicated court system modeled on Spain, including a special assize court for aggravated rape.

It also reinstates a leave provision for victims and mandates annual interviews for students, phased in by 2032. Prompted by the murder of 11-year-old Lyhanna in the Gers and the alleged perpetrator Jérôme Barella’s prior complaints, the legislation now proceeds to the Sénat for further review.

Why it matters

It marks a sweeping reform of France's legal and institutional response to gender-based violence.

How the sides frame it

HIGH AGREEMENT

All camps report the unanimous passage of the comprehensive gender-based violence bill, but left-leaning coverage highlights its significance and expansion, centrist coverage stresses concrete victim-support measures, and right-leaning coverage presents a straightforward factual account with a nod to the fragmented parliamentary context.

LEFT

Frames the bill as a landmark, widely praised step that dramatically expands protections against sexist and sexual violence.

CENTER

Frames the legislation around practical victim-support provisions such as leave for victims and workplace safeguards.

RIGHT

Frames the story as a factual report of the unanimous adoption, noting the broader political backdrop of a parliament without a clear majority.

The left emphasises
