Georgia audit reveals over $1 billion in pandemic unemployment claims unchecked

A state audit shows more than $1 billion in Georgia pandemic unemployment benefits had not been verified for eligibility as of June 30 2025.

A recent Single Audit Report disclosed that more than $1 billion in Georgia’s pandemic unemployment benefits had not been examined for eligibility by June 30 2025, and the status of those claims is unknown. Auditors also noted insufficient evidence to support the unemployment compensation fund’s balances and highlighted weaknesses in internal controls over receivables and expenses. The Georgia Department of Labor blamed its 1982 mainframe-based IT system, which limits automation and forces staff to manually validate PUA and DUA documentation.

Labor Commissioner Barbara Rivera Holmes pledged an “aggressive” modernization plan slated for completion in fall 2026, though critics say the deadline has passed. The audit warns that the federal government could seek repayment if irregularities are found. Separate criminal cases have seen former legislators and state employees plead guilty to fraudulently obtaining pandemic benefits, underscoring broader concerns about oversight.
