Germany moves to end lease on Russian House amid legal and diplomatic hurdles

The German government declared its intention to end the lease of the Russian House in Berlin, a move that sparked a rainy-night protest involving several hundred demonstrators and a separate rally of pro-Ukraine activists. The centre, which dates back to 1984 and is run by the Russian state agency Rossotrudnichestvo, is subject to a 2011-12 cultural-information treaty that automatically renews until June 2027, meaning the government must follow a formal termination process by Dec. 6.
A 2025 Munich administrative court ruled that the centre falls under EU sanctions, resulting in a frozen bank account and restricted fund transfers. Russia has signaled possible reciprocal actions against German cultural sites, while German officials point to the treaty and property-use agreement that grants Russia use of the building for 99 years. The controversy is amplified by accusations that the venue has been used for propaganda and espionage, adding diplomatic strain to the already tense Germany-Russia relationship.
