Government assures unions of upcoming public-sector pay rise for 2027

The government told the main public-sector unions that it will approve the salary increase promised for civil servants in 2027, though no exact date was set.

During an afternoon session with the Ministry of Public Administration, the three major public-sector unions - CCOO, UGT and CSIF - were assured that the government will move forward with the salary increase agreed for civil servants in 2027. Óscar López, the minister, reminded the unions that the raise had been previously negotiated and that the administration intends to keep its commitment. While the unions have urged that the approval occur before the upcoming general election on 29 November to provide certainty for workers, officials have not pledged a precise date for the decree.

The agreement, originally reached last November, also includes a smaller inflation-linked raise for 2026, which will require a separate legal act. The unions emphasized that securing the measure before the election would avoid delays and protect public-sector purchasing power.

Why it matters

Public-sector wages affect millions of workers and influence government spending ahead of a national election.

How the sides frame it

MODERATE AGREEMENT

Left-leaning coverage stresses a guaranteed 5% pay rise for 2027 and urges approval before the election, while centrist and right-leaning outlets report a 4.5% rise with no concrete approval date, noting the timing amid the campaign.

LEFT

Left-leaning coverage frames the story as the government honoring a previously negotiated 5% salary increase for 2027 and stresses the unions' push for pre-election approval.

CENTER

Center coverage frames the story as the government promising a 4.5% rise for 2027 but withholding a specific approval date, highlighting unions' demand for a decree before the new administration takes office.

RIGHT

Right-leaning coverage frames the story as the government committing to a 4.5% rise during the electoral campaign while avoiding a firm timeline, and in some outlets adds broader public-sector pay hikes such as a 15% increase for police.

The left emphasises

  • government will move forward with the salary increase agreed for civil servants in 2027
  • guaranteed 5% raise for more than three million public employees
  • unions urge approval before the November 29 election

The right emphasises

  • government commits to a 4.5% rise for public-sector workers in 2027 amid the electoral campaign
  • executive has not disclosed when the raise will be enacted, noting it must be via a real decree-law
  • some right-leaning outlets report larger pay hikes for police and internal-security staff (up to 15%)
