Government pushes tougher taxes on savings amid budget 2027 debate

The draft 2027 finance bill being debated in the National Assembly proposes higher taxes on household savings, adding pressure on savers already adjusting to recent tax changes.

The preparation of the 2027 finance bill has brought the Livret A and private life-insurance contracts back into the spotlight as the government and parliament look for ways to boost public finances. Although the bill is unlikely to pass in its current form without executive pressure, the first version presented in the National Assembly since 7 October signals an intention to raise taxes on personal savings. This move comes after savers recently absorbed an increase in the flat tax and a higher contribution to the social security financing levy, while life-insurance assets remained exempt.

Officials acknowledge that targeting these savings instruments could be politically explosive, yet they appear determined to pursue additional revenue. The proposed tax hikes are expected to add further strain to households still getting used to the latest fiscal reforms.

Why it matters

Higher taxes on savings could reduce disposable income and affect consumer spending in France.
