GRECO notes modest progress on Hungary's anti-corruption reforms
The Council of Europe's anti-corruption monitoring body reports that Hungary has implemented ten of the 18 recommendations it issued, up from five in the previous assessment.
In its latest assessment, GRECO indicated that Hungary has fulfilled ten of the 18 anti-corruption recommendations originally issued in 2015, an improvement from the five recommendations deemed satisfactorily implemented in the 2022 review. Despite this progress, GRECO continues to call for measures that would increase transparency of parliamentary law-making, reinforce integrity safeguards, and clarify the role of lobbyists.
The body also stressed the need for effective monitoring of behavioural, conflict-of-interest and asset declarations. It criticized the extensive immunity granted to judges, prosecutors and members of parliament, arguing that such protections can hinder anti-corruption investigations. The Hungarian delegation was asked to report on the remaining eight recommendations in a future update.
