Carsten Linnemann, Germany’s health minister, moved to re-introduce the individual notification obligation for statutory health insurers that was eliminated in a recent savings measure. Under the proposed change, insurers would have to alert every insured person—via a digital app or written notice—whenever the supplemental contribution (Zusatzbeitrag) is raised. The previous repeal aimed to cut mailing costs of up to a few euros per letter, but consumer advocates warned that members might miss the increase and lose the chance to use the special termination right, which is only valid in the month of the hike.
Verbraucherzentrale Bundesverband board member Ramona Pop praised the step as a necessary signal for consumer rights. GKV-Spitzenverband chairman Oliver Blatt said the association is willing to accept the reinstated duty provided it relies on digital channels and does not create excessive bureaucracy. The notification requirement will be incorporated into the contribution-rate stabilization law, emphasizing transparency and trust in the health-insurance system.
