Health Minister says recent cost-control steps have failed to curb HSE overspend

Jennifer Carroll MacNeill said the health service’s projected overspend is larger than demand pressures can justify and that recent attempts to rein in costs have not delivered the needed impact. Jack Chambers revealed that the government will strip four of the six HSE regions of their authority over day-to-day spending, a step that opposition leaders have denounced as regressive. An internal HSE financial report dated 28 August recorded a €577 million deficit to July’s end, with regional overspends between 3.3% and 6.7%.

Carroll MacNeill emphasized the need for stricter financial controls, accountability and productivity to ensure the significant taxpayer investment translates into patient benefits. She noted rising medicine costs and higher demand, citing a 7.2% rise in emergency attendances and a 5% increase in outpatient appointments. Critics argue the centralisation undermines recent reforms aimed at devolving budget responsibility to regional levels.
