Health Ministry Sends Rp10 trillion BPJS Subsidy Back to Finance Ministry

The Ministry of Health could not disburse its Rp10 trillion share of the government’s Rp20 trillion BPJS Kesehatan subsidy for 2026, so it returned the amount to the Ministry of Finance. Under current law, the health ministry may only fund BPJS Kesehatan if it either expands the subsidised beneficiary list or raises premium rates, conditions that were not met this year. Health Minister Budi Gunadi Sadikin detailed the situation at a hearing before House of Representatives Commission IX at the Parliamentary Complex in Senayan, Jakarta, noting that the reallocation process has been underway for more than three months and awaits a Finance Ministry regulation.

The returned subsidy contributed to a cut in the Health Ministry’s 2027 budget ceiling, which fell to Rp115.9 trillion from Rp128.6 trillion in 2026. Sadikin urged that the Rp10 trillion subsidy be excluded from the ministry’s future budget to avoid similar delays, and he expressed hope that the regulation will be finalized within the month so BPJS can clear outstanding hospital payments.
