Health Service Commission barred from creating posts or setting pay scales

The proposed Health Service Commission will not be empowered to create new positions or design a remuneration system, with those responsibilities remaining with the Public Service Department and the Finance Ministry.

In a parliamentary session, Health Minister Datuk Seri Dr Dzulkefly Ahmad clarified that the forthcoming Health Service Commission will lack authority to create additional posts or devise a remuneration framework for its officers. Such powers, he explained, are reserved for the Public Service Department and the Finance Ministry. The commission’s remit will be limited to appointing, confirming, promoting, transferring and disciplining personnel within its jurisdiction.

Opposition member Dr Zaliha Mustafa queried the timeline for the Health Service Commission Bill’s first reading, referencing the health reform goals set out in the 2023 Health White Paper. The ministry reported an engagement on Oct 22 with other service commissions and the Public Service Department to gather best-practice insights. The draft legislation is expected to be tabled in the following year.

Why it matters
