Hong Kong offers financing hub for Apec digital infrastructure projects
Duncan Chiu said Hong Kong can provide funding, fundraising and insurance services to support digital infrastructure across Apec economies.
At the Apec Finance Ministers’ Meeting held in Hong Kong, alternate representative Duncan Chiu outlined how the SAR could become a financing centre for digital infrastructure in the region. He noted that Hong Kong’s financing framework aligns with international norms and can support projects such as network communications and AI computing capacity. Chiu said the city routinely raises capital for a variety of ventures and can extend those capabilities to other Apec members, including fundraising, insurance and professional services.
Consolidating these functions in Hong Kong would help cut trade expenses and boost transparency for participating economies. He also mentioned discussions about wealthier members assisting less-developed ones, citing that roughly 11 % of Asians and a third of the world’s population still lack internet access, with many areas missing data centres, widening the digital gap.
Why it matters
Hong Kong’s financing role could help bridge Asia’s digital divide and spur economic growth.
