House approves bill giving Trump power to levy 100% tariffs on nations buying Russian energy

The US House of Representatives voted 262-159 to pass the Lindsey O Graham Sanctioning Russia and Iran Act of 2026, which would give President Donald Trump the ability to sanction Russia’s leadership, its energy industry and the shadow fleet that evades existing restrictions. The bill also permits Trump to impose tariffs of up to 100% on any nation that continues to import Russian oil and gas, explicitly naming India, China and other partners.

After an 86-11 Senate vote last month, the legislation now heads to the president for signature. Support came from 203 Republicans, 58 Democrats and one Independent, while opposition was largely Democratic, focused on the expansive tariff authority. Senators Richard Blumenthal and Jeanne Shaheen warned China and India to find alternative energy sources, stressing the intended pressure on Moscow and its buyers. The passage occurs ahead of President Xi Jinping’s planned US visit and as pro-Ukraine advocates intensify lobbying before the upcoming elections.
