HRD Corp earmarks RM3 billion for three million upskilling slots and caregivers program

HRD Corp will allocate RM3 billion from its levy fund to fund three million training opportunities under Budget 2027, and set aside RM40 million for a caregivers skills initiative.

Under the Budget 2027 framework, the Human Resource Development Corporation will channel RM3 billion from its levy fund into three million training opportunities designed to raise Malaysia’s skilled-worker proportion to 35 % by 2030, as set out in the 13th Malaysia Plan. CEO Datuk Shamir Aziz emphasized that the programme will prioritize recognised professional certification and industry-aligned upskilling to enhance job prospects and help businesses adapt to economic changes.

The corporation also allocated RM40 million to the MADANI Professional Caregivers Skills initiative, which is expected to benefit 8,000 individuals including recent school leavers, TVET graduates, homemakers and job seekers. Funding will cover training fees, attendance allowances and kits for elderly, infant, disability and postpartum care. Aziz said the expanded training and retraining efforts aim to create broader employment opportunities and build a more productive, competitive workforce.
