Hungary tightens construction rules, allowing six-month permit suspensions for environmental breaches

Hungary's parliament has adopted amendments to the construction code that significantly strengthen penalties for environmental violations at major development projects. Under the new framework, authorities must suspend any permitting process and may withhold new construction or facility permits for at least six months when they determine a breach of environmental or nature-protection requirements. Prime Minister Péter Magyar said the measure addresses previous cases where priority investments continued despite rule violations.

The changes also reach large housing projects linked to the Otthon Start programme, permitting temporary permit freezes even for projects that have already received fast-track status. The government argues this is needed to align such developments with a broader housing policy currently being revised. A separate provision eliminates a 2021 rule that required exporters of certain building materials to notify the state and gave it a pre-emptive purchase right, after the European Court of Justice found the measure incompatible with EU law.
