Video shows an agent pulling one teen from his vehicle, handcuffing him, and repeatedly striking him, while pepper spray was also deployed. The teen, Luis Ochoa, says he was not resisting and that his wrist was broken; his mother Teresa Ochoa described the eight-hour detention as traumatic.
ICE and DHS officials labeled the youths as agitators who attempted to obstruct the agents and said the force used was minimal and necessary. Texas Representatives Henry Cuellar and Vicente Gonzalez condemned the incident, demanding an investigation.
