Ile-de-France transport funding faces cut as tax share to IDFM reduced

The Ile-de-France transport authority IDFM learned that a budget bill will lower its share of the additional tourism tax, shrinking its revenue share from 200% to 145% of the amount collected by local authorities.

IDFM, the agency that plans public mobility in the Paris region, is preparing its 2027 financial plan, which must be approved by its board in December. At the October 15 meeting, members were confronted with a revision in the national finance bill that cuts the agency's entitlement to the additional tourism tax. Previously, IDFM received 200% of the tax collected by local governments; the new rule limits it to 145%.

Because farebox revenue covers only about a third of the network's operating costs, the authority depends largely on state and local funding, and the reduction will create a notable deficit. The change was disclosed to regional president Valérie Pécresse only at a dinner on October 13, leaving little time for response. The board will need to adjust its financing strategy ahead of the December vote.

Why it matters
