Illinois program wipes out $1.4 billion in medical debt for hundreds of thousands

Governor JB Pritzker announced that Illinois' Medical Debt Relief Program has erased more than $1.4 billion in medical bills for roughly 694,000 residents.

Illinois' Medical Debt Relief Program, funded with $10 million and overseen by Governor JB Pritzker, has eliminated over $1.4 billion in medical obligations for 694,000 state residents since its inception two years ago. Recipients receive a mailed notice rather than applying, and the average debt relief per household is about $1,200, with the largest single relief reaching $900,000. Cook County Board President Toni Preckwinkle, whose county launched its own program using American Rescue Plan Act funds, reported that together the state and county efforts have wiped out $2.4 billion for roughly 1.5 million people.

The initiative partners with the nonprofit Undue Medical Debt to negotiate debt sales or donations from health providers, targeting households earning up to 400 % of the federal poverty line. Funding commitments will persist beyond the expiration of federal aid, and officials plan to use program data to address the root causes of medical indebtedness.

Why it matters

Relieving medical debt can improve financial stability and health outcomes for millions of low-income Illinois residents.

How the sides frame it

MODERATE AGREEMENT

Both camps report the program’s $10 million cost and $1.4 billion debt relief for hundreds of thousands, but right-leaning coverage adds a study questioning credit-score benefits, while left-leaning coverage focuses on the relief’s scale and partnership.

LEFT

Frames the program as a major success delivering billions in debt relief to low-income residents

RIGHT

Frames the program as a taxpayer-funded spend whose impact on credit scores is uncertain

The left emphasises

  • over $1.4 billion eliminated for 694,000 residents
  • average relief about $1,200 per household
  • partnership with nonprofit Undue Medical Debt targeting households up to 400 % of federal poverty line

The right emphasises

  • $10 million taxpayer funding
  • average beneficiary saw about $1,600 wiped away, with one $900,000 case
  • NBER study finding many participants saw no credit-score improvement
