India launches DILRMP 3.0 with ₹565.5 crore to integrate land records
The government unveiled operational guidelines for DILRMP 3.0, allocating ₹565.5 crore for 2026-31 to create an integrated, GIS-based land management system.
The central government has released the operational framework for DILRMP 3.0, earmarking ₹565.5 crore for the 2026-31 period to build a GIS-driven, integrated land records system. Minister Shivraj Singh Chouhan said the initiative moves beyond simple digitisation toward a comprehensive land management platform, including a 14-digit Unique Land Parcel Identification Number for each parcel and complete georeferencing of cadastral maps.
The programme will upgrade 75 busy sub-registrar offices into "registration seva kendras" modeled on passport service centres, scan historic land documents, create a central registration repository, and computerise revenue courts. Urban land mapping will be supported through the NAKSHA initiative, and the scheme aims to help farmers obtain credit and reduce repetitive office visits. Funding will be fully central, released in phases based on a real-time monitoring dashboard, and implemented across all states and Union territories.
