India launches regulatory sandbox framework for testing new telecom innovations

The Union Government has issued the Telecommunications (Regulatory Sandbox) Rules, 2026, enabling qualified entities to trial emerging telecom technologies under defined exemptions.

On Wednesday, the Union Government notified the Telecommunications (Regulatory Sandbox) Rules, 2026, establishing a formal mechanism for testing cutting-edge telecom solutions. Eligible participants—ranging from authorized firms and research institutions to Indian citizens—must file proposals, include offline test reports, and request any regulatory waivers, all for a ₹10,000 processing fee. Each sandbox can operate for a maximum of 24 months, extendable by up to 12 months per request, and must comply with data security, user consent and confidentiality obligations.

The government will define scope, risk-management measures and reporting duties, and may monitor progress, suspend approvals, or direct commercial rollout based on results. Final reports are due within 15 days of test completion or at least 30 days before expiry. The framework aims to foster innovation while safeguarding users and national security.

Why it matters

The rules create a structured path for telecom innovation in India while ensuring consumer protection and regulatory oversight.
