India pushes nine regions to launch digital platforms for construction workers' jobs and welfare
At a two-day conference in Mumbai, the Labour Ministry urged nine states and Union Territories to roll out digital Labour Chowks and online cess-collection portals for building and other construction workers.
State and Union Territory officials gathered in Mumbai for a two-day Labour Ministry conference to assess implementation of schemes launched at the 2025 National Labour Conference. Led by Labour and Employment Minister Mansukh Mandaviya, the meeting prompted nine regions—including Maharashtra, Telangana, Delhi, Madhya Pradesh, Jharkhand, Bihar, West Bengal, Andhra Pradesh and Odisha—to launch digital Labour Chowks that will connect construction workers with job listings and welfare benefits.
In addition, Madhya Pradesh and West Bengal will introduce online portals for the collection and oversight of the building-and-other-construction-workers (BOCW) cess, a levy that funds worker welfare. Bihar and West Bengal will also inaugurate physical Labour Chowk-cum-Facilitation Centres to provide on-site assistance. The ministry said the conference will identify implementation gaps and share best practices to improve social security and employment opportunities for the sector.
