India's Piyush Goyal accuses wealthy nations of defaulting on $100 bn climate aid pledge

Union Minister Piyush Goyal told a Berlin roundtable that developed countries have failed to deliver any of the $100 billion per year pledged under the Paris Agreement.

At a Berlin Global Dialogue session, Union Minister Piyush Goyal condemned the lack of financial support from developed nations, saying none of the $100 billion a year pledged at the 2015 Paris climate conference has materialised. He contrasted Europe’s per-capita emissions, which he said are seven to eight times higher than India’s, with India’s modest share of less than 3% of global emissions despite its large population.

Goyal recalled Prime Minister Modi’s role in rallying the Global South at COP21 and accused the European Union of neglecting the climate-finance needs of vulnerable states, including island nations in the Pacific and Caribbean. He also faulted the EU’s Carbon Border Adjustment Mechanism for failing to provide adequate assistance to less-developed economies. Finally, Goyal emphasized India’s rapid expansion of clean-energy projects while meeting the energy and food demands of 1.4 billion people.

Why it matters

The remarks underscore growing tensions over unmet climate-finance promises, affecting developing nations’ ability to tackle climate change.
