India to ease GST rules on discounts and speed refunds starting Nov. 1

A government notification says India will relax GST rules for post-sale discounts and accelerate provisional refunds for firms with inverted duty structures from November 1.

The changes, outlined in the 2026-2027 budget, aim to simplify the goods and services tax for retailers offering discounts after a sale. They also seek to shorten the wait for provisional refunds for businesses caught in inverted duty structures. Both measures will take effect on November 1, according to the notification dated October 26.

Why it matters

The tax tweaks aim to lower compliance costs and improve cash flow for Indian businesses.
