Indonesia grants extra coal quota to Bayan subsidiaries after Haji Isam's stake purchase

The government approved an additional 15-20 million tonnes of coal quota for three Bayan Resources subsidiaries, ending a permit delay that had forced a force-majeure notice, shortly after Haji Isam agreed to buy 30% of the miner.

Indonesia’s Energy and Mineral Resources Ministry has granted an additional coal production quota of between 15 million and 20 million tonnes to three subsidiaries of publicly listed PT Bayan Resources—PT Tiwa Abadi, PT Tanur Jaya and PT Fajar Sakti Prima—under the annual production plan (RKAB) framework. The approval ends a permit delay that forced Bayan to issue a force-majeure notice on Sept 11, halting its supply commitments.

Minerals and coal director general Tri Winarno emphasized that the delay stemmed solely from completing documentation and administrative evaluation, dismissing speculation that it was tied to recent corporate moves. On Sept 16, Haji Isam, the nickname of tycoon Andi Syamsuddin Arsyad, signed a conditional share purchase agreement via PT Jhonlin Baratama to acquire 30% of Bayan’s outstanding shares from controlling shareholders Low Tuck Kwong and Elaine Low.

The quota increase comes just days after the announced stake purchase, highlighting the government’s support for the coal sector amid the ownership change. Analysts note the move could stabilize supply and influence Indonesia’s energy market dynamics.
