Indonesia moves toward AI governance with draft roadmap and ethics framework

Indonesia is preparing formal governance for artificial intelligence after extensive cross-sector dialogue. The Communication and Digital Ministry (Komdigi) finalized a National AI Roadmap and a companion AI Ethics Framework, which will be enacted through two Presidential Regulations pending President Prabowo Subianto's signature. Policymakers argue that AI has become essential infrastructure, boosting agriculture, fintech and healthcare, but also bringing risks such as voice-cloning scams, deep-fake misinformation, biased automated lending decisions, and content-theft via web scraping.

Rather than adopting the EU's prescriptive AI Act, the Indonesian approach emphasizes flexibility, proportionality and compliance-by-design. The move mirrors regulatory initiatives in countries like China, South Korea, Brazil and Singapore, and reflects growing global pressure for mandatory AI safety standards.
