Indonesia sets $618 billion downstreaming goal for 2040 at Trade Expo

Indonesia announced a $618 billion target for its downstreaming master plan by 2040, aiming to boost value-added production across minerals, energy, forestry, fisheries and agriculture.

At the opening of the 2026 Trade Expo Indonesia in ICE BSD, Tangerang, the government presented its downstreaming master plan, targeting $618 billion in added-value output across all sectors by 2040. The strategy seeks to move Indonesia beyond raw-material exports by expanding domestic processing in minerals, coal, oil, gas, forestry, fisheries and agriculture. Nickel processing was cited as a model, with export values climbing from $3.3 billion in 2017-2018 to over $40 billion in 2025, and a 2026 export goal of at least $45 billion.

The roadmap also aims to enhance economic independence by linking upstream suppliers with downstream manufacturers. Officials stressed that achieving these goals will require investment in new and renewable energy to meet global demand for cleaner production. The plan is intended to raise Indonesia’s competitiveness in international markets and capture greater economic benefits from its natural resources.

Why it matters

The plan could transform Indonesia’s economy by turning raw-material exports into higher-value industries and attracting new investment.
