Indonesia Stock Exchange to Add Independent Panel for High-Ownership Stock Review

The Indonesia Stock Exchange will create an independent committee, including academics and a foreign investor representative, to identify stocks with concentrated ownership for removal from the main index.

Indonesia's stock exchange disclosed plans to form an independent oversight committee to compile a list of companies with highly concentrated shareholdings, which will be removed from the Jakarta main index beginning November 2. The panel will comprise academic experts and F. Chapman Taylor, a former Capital Group executive acting as a foreign-investor voice. In addition, the exchange will now trigger prompt investigations whenever it suspects share-price manipulation, rather than merely issuing warnings.

The move responds to MSCI's recent threat to reclassify Indonesia's market as "standalone" because of insufficient action against coordinated trading. Regulators also extended the share-buyback policy without shareholder-meeting approval until June 2027, while urging the exchange to refine its methodology for identifying high-ownership stocks. Despite the MSCI warning, the market showed resilience, though it experienced its deepest two-day sell-off on record.

Why it matters

The reforms aim to improve market integrity and prevent index downgrades that could deter foreign investment.
