Industrial waste dumping in Kifissos sparks debate over liability and health risks

Two recent illegal waste disposals near Kifissos have highlighted gaps in Greece's enforcement of industrial waste regulations and raised concerns about environmental and public health impacts.

Recent illegal waste releases in the Kifissos area have brought attention to the problem of uncontrolled contamination of groundwater and marine ecosystems by industrial facilities. A tanker linked to the Papadopoulou biscuit company was caught dumping waste into a fuel station well in Aigaleo, and the company attempted to shift responsibility to its waste-transport partner, though the law assigns civil and criminal liability to the waste generator.

The 2021 Law 4819/2021 created an electronic waste registry and mandated certified collectors, yet enforcement is hampered by minimal staffing—regional water-monitoring units often have only a few employees and the national environmental inspection body has just 22 inspectors. Low penalties and sparse inspections make illegal disposal financially attractive, while proposed legislative changes have yet to resolve the issue. Experts suggest measures such as mandatory tracking of waste shipments and cross-checking registry data to improve oversight.
