Interim Economy Minister proposes integrated holding to overhaul Romarm and its 15 subsidiaries
Interim Economy Minister Irineu Darău announced plans to restructure Romarm into a single industrial holding, aiming to boost competitiveness and reduce costly intermediaries.
At a press conference, interim Economy Minister Irineu Darău criticised Romarm for functioning chiefly as a middleman, holding less than 20% of most subsidiaries while the Ministry retains the rest, and for charging commissions that make its products uncompetitive. He proposed dissolving one outlet fragmented structure of 15 subsidiaries and reorganising them into sector-focused clusters—armaments, naval vessels and research—within an integrated industrial holding governed by a supervisory board and directorate to limit politicisation.
The ministry will publish a white-paper in the coming days outlining the restructuring options and will seek input from the Supreme Council of National Defence. A final decision on the new model is slated for the end of 2026, with the goal of enabling the defence industry to compete more effectively in the private market and secure sustainable contracts.
Why it matters
The overhaul could determine whether Romania's defence sector remains viable and competitive in future procurement markets.
