He stressed that new administrative units should only be created if the populace desires them, rejecting the notion that a single party or leader can impose changes. The minister's remarks have sparked debate, with the PPP referring the issue to its top forum, the Sindh chief minister rejecting it, lawyers in Lahore deeming it unconstitutional, and Sindhi nationalist groups demanding his resignation.
