Investigation finds NYPD disability pensions vulnerable to abuse and high payouts
A city Department of Investigation report says the NYPD’s disability pension system allows large payments and may be exploited by officers, including senior officials.
A Department of Investigation probe has criticized the NYPD’s accident disability pension scheme as prone to misuse, with annual benefits reaching $350,000 for certain retirees. The review focused on three-quarter disability pensions that exceed the standard 50% of final salary, citing examples like former Chief of Department John Chell, who was granted a $295,000 pension after a foot injury during a 2024 migrant operation, and former Deputy Commissioner for Community Affairs Mark Stewart, whose managerial role raised questions about eligibility.
The report found the Pension Fund’s medical board evaluates all applicants by the same standards, disregarding the specific duties of the officer, unlike the state police system. It also observed that once awarded, pensions are rarely re-examined for continued disability. The DOI proposed five reforms, of which the Pension Fund accepted only the last two concerning public tips and re-examination of highlighted officers. The NYPD and the mayor’s office declined comment, while the Police Benevolent Association also remained silent.
