Irish health service overspends by over €250 million on costly agency staff

The Health Service Executive reported spending €522 million on agency workers by August, far above the €272 million budgeted, adding more than €250 million in excess costs.

A September 25 internal report from the Health Service Executive’s cost and productivity oversight group reveals that agency staffing expenses climbed to €522 million by the end of August, surpassing the €272 million budget by more than €250 million. Overtime spending was about €52 million over the forecast, whereas costs for directly hired staff were €220 million below the €7.29 billion overall budget. The agency overspend is a major factor in the HSE’s reported deficit of just under €660 million, which includes a €172.5 million pay overspend and a €423.6 million shortfall on non-pay items.

Government officials warn the total deficit could near €1 billion by year-end, driven in part by reduced income from the abolition of private medical practice under Sláintecare reforms. Demand for hospital services, especially emergency and cancer care, also outstripped the national service plan, adding pressure on resources.

Why it matters

The overspend highlights mounting financial strain on Ireland's public health system and may affect future service delivery.
