Created in 1999, Israel’s Civil Administration “Blue Line” team surveys and redraws boundaries on official maps, designating parcels as “state land” that can later be allocated to settlements, a practice considered illegal under international law. A September report says the team recently re-demarcated almost 0.2 sq km for settlement activity, impacting villages including al-Mughayyir, Jalud, Qaryut and Turmusayya. In al-Mughayyir, Bilal Abu Alia’s family lost access to most of their 0.4 sq km farm after bulldozers destroyed centuries-old olive trees and the area was declared a closed military zone, then opened to settlers despite protests and the arrest of family members.
Similar seizures have occurred around Jenin, with military orders confiscating nearly 14 sq km near Qabatiya. Researchers note the Blue Line team’s work has accelerated in 2026, while Palestinian objections to international bodies have not halted the actions on the ground. The process forms part of a broader system of settlement outposts, roads, walls and legal rulings that consolidate Israeli control over Area C.
