Italy adopts first national plan to support frail seniors and their families

The Italian government approved a new National Plan for the Care of Frail, Non-Self-Sufficient Elderly, allocating over €1.5 billion through 2027.

Premier Giorgia Meloni’s administration announced that an inter-ministerial committee has approved Italy’s first National Plan for the Care of Frail, Non-Self-Sufficient Elderly. The plan directs over €1.5 billion to the Fund for the Non-Self-Sufficient for the period up to 2027, focusing on strengthening home-care, streamlining service access, and expanding the social-health workforce for people over 70 and their families.

New guidelines for senior co-housing and intergenerational housing are also part of the package, which builds on the 2023 Pact for the Third Age. Central to the initiative are Single Access Points (PUA), where specialised teams will assess needs and issue individual care plans (PAI). Labour and Social Policies Minister Marina Calderone highlighted the measure as a response to Italy’s high life expectancy and the growing elderly population.
