Japan revamps tax-free shopping, requiring upfront tax and departure refunds

Starting Nov. 1, Japan will make foreign visitors pay consumption tax at purchase and claim refunds when they leave, aiming to curb resale abuse.

Japan will overhaul its tax-free shopping regime for overseas visitors on Nov. 1, shifting from a post-purchase refund model to an upfront consumption-tax payment with refunds processed at departure. Tourists will scan their passports at newly installed terminals in airports and ports, receiving cash or credit-card refunds after leaving the country, while those flagged for additional scrutiny may be asked to present the items they bought.

To ease congestion, major hubs such as Haneda airport will also offer smartphone-based procedures. The reform eliminates the previous 500,000-yen daily limit on consumables like alcohol and cosmetics and does away with special packaging meant to prevent resale. While the Japan Tax-Free Shop Association, led by Masaki Akita of Matsuya Co., argues the new rules reduce retailers' responsibility for fraud, some shops fear the loss of tax savings could deter extra purchases.
