JERA, Dell and RHAELM forge partnership to build Japan's first $15 billion AI data centre

Japan's leading power producer JERA has teamed up with Dell Technologies and UK AI-infrastructure firm RHAELM to create a standardized AI data-centre model, starting with a $15 billion, 400 MW project in Chiba.

JERA, Dell Technologies and RHAELM announced a memorandum of understanding aimed at establishing a uniform approach to building AI infrastructure nationwide in Japan. Their first venture will be a $15 billion hyperscale data centre in Chiba, designed for 400 MW of AI compute power and financed in part by Apollo Global Management as a strategic partner for RHAELM. JERA will allocate land adjacent to its Chiba power station and commit to supplying the full 400 MW of power under a 15- to 25-year agreement.

Dell will supply standardized, rack-scale AI equipment, while RHAELM will handle development, construction, operation and financing. The facility is expected to start phased operations in 2028, achieving full capacity by 2029, and the partners hope to replicate the model in other markets. The collaboration seeks to cut lead times and complexity that typically accompany individual AI-data-centre projects.
