JPC chief says 2026 FCRA amendment mirrors 2010 UPA law provisions
Joint Parliamentary Committee chair Sanjay Jaiswal said the new Foreign Contribution (Regulation) Amendment Bill contains clauses identical to the 2010 UPA-era law.
The joint parliamentary committee examining the Foreign Contribution (Regulation) Amendment Bill 2026 was led by BJP MP Sanjay Jaiswal, who highlighted that key provisions replicate the 2010 law enacted by the UPA government. Specifically, the draft replaces the home secretary and principal secretary's authority to confiscate foreign-funded NGO assets with a newly designated authority. The committee heard testimony from groups such as the Syro Malabar Church, Ramakrishna Math and ISKCON, among others.
Introduced in the Lok Sabha on March 25 and referred to the JPC on August 12, the bill has drawn fierce opposition, with critics alleging it targets minority organisations. The government, represented by Union Minister of State for Home Nityanand Rai, rejects these claims and says the bill aims solely at regulating foreign contributions. The committee will deliberate further before reaching a decision.
Why it matters
The bill could reshape how foreign-funded NGOs operate in India, affecting minority and civil-society groups.
