Judge Halts Education Department’s Plan to Publish Foreign Donor List for Elite Universities

A federal judge issued a temporary restraining order blocking the Education Department from releasing a list of foreign donors to top U.S. universities, citing potential irreparable harm.

A Washington federal court barred the Education Department from making public a roster of foreign entities that have contributed up to $5.2 billion to Ivy League and other leading universities since 2020. Judge Tanya Chutkan issued a five-page temporary restraining order, warning that releasing the confidential data could cause irreversible damage and jeopardize donors living under authoritarian governments. The injunction, set to remain in effect for 28 days while a further hearing is considered, follows a lawsuit by the Association of American Universities, which claims donors were promised anonymity.

Department officials argued the list could reveal connections to foreign governments, militaries or intelligence services, while the AAU warned the move would suppress lawful charitable support for scholarships and research. The dispute arises amid broader concerns about foreign influence on U.S. campuses and recent probes into Chinese funding at UC-Berkeley.
