He presented detailed incidents from August 20-21, 2026, showing officers following his car, blocking his movements, and photographing his residence. Judge Michael Newman of the Southern District of Ohio, after hearing extensive oral arguments, granted a temporary restraining order to stop any further threatening or retaliatory actions lacking a lawful purpose.
The court emphasized that Moorman’s filming of ICE activities in public is protected speech under the First Amendment. It noted that the officers have not offered any legitimate justification for their conduct and that the injunction poses no undue burden on ICE’s official duties.
