Judge on Mayor's Judiciary Panel Accused of Ignoring Racist, Antisemitic Abuse at West Harlem Nonprofit

A lawsuit claims former judge Milton Tingling, now on Zohran Mamdani’s mayoral judiciary advisory committee, failed to address racist and antisemitic remarks by West Harlem Development Corporation director Zaed Ramadan.

Federal court papers allege that Milton Tingling, a retired New York County Supreme Court judge appointed to Zohran Mamdani’s Advisory Committee on the Judiciary, ignored repeated racist and antisemitic behavior by West Harlem Development Corporation executive director Zaed Ramadan. Former board member Vince Morgan claims Ramadan made offensive remarks, intensified after the Oct. 7, 2023 Hamas attacks, and held a two-hour meeting with Assemblyman Charles Fall and Brooklyn imam Siraj Wahhaj to discuss the nonprofit’s response.

Morgan reported these incidents to Tingling in February 2024, but Tingling allegedly failed to intervene and even sent threatening correspondence. The suit details Ramadan’s alleged use of coded language to conceal anti-Jewish rhetoric and accusations against New York City Comptroller Mark Levine. Additional recordings purportedly show Ramadan calling Columbia University official Ross Frommer a “messy f—ing Zionist Jewish guy.”

The West Harlem Development Corporation has denied all claims, and both Ramadan and Tingling have not commented. The controversy raises questions about oversight within the mayor’s newly formed judicial advisory panel.
