Judge Orders Immediate Return of Cartel Informant After Multiple Deportations

John Doe, who provided substantial assistance to the Department of Justice against Mexican cartel defendants in 2024, was repeatedly deported despite a prior court finding that he faced a high risk of torture if returned to Mexico. Homeland Security first sent him to Guatemala, where he was denied entry, and then tried to transfer him to Mexico, which also refused him. After being moved among several U.S. holding facilities, he was ultimately deported to Mexico on August 1 and is now living in concealment.

U.S. District Judge Stephanie A. Gallagher issued a temporary restraining order demanding his immediate return, citing an imminent threat of irreparable harm, including potential torture or death. The judge highlighted that Doe arrived in Mexico without money or personal belongings and must rely on strangers for survival. She concluded that the risk of harm overwhelmingly supports the need for his swift return to the United States.
