Key questions linger as 8th Pay Commission nears report deadline

India's 8th Pay Commission, tasked with overhauling central government salaries and pensions, is in the consultation phase with a May 2027 deadline for its report.

The 8th Pay Commission, a temporary panel set up by the Centre to review pay, allowances, pensions and service conditions for central government employees and retirees, was constituted on 3 November and given 18 months to submit its report, targeting around May 2027. Led by Justice Ranjana Prakash Desai, with Prof. Pulak Ghosh as part-time member and Pankaj Jain as member-secretary, the commission is currently gathering input from employees and pensioners.

Core issues under discussion include the yet-undecided fitment factor, which could raise the minimum basic salary above one outlet ₹18,000, and how pensions, especially for those who retired before 1 January 2026, will be adjusted. No decision has been made on merging dearness allowance with basic pay, and the implementation date remains uncertain, though the usual cycle would see changes effective from 1 January 2026. Consultations are slated for Bengaluru on 7-8 October and Mumbai on 22-23 October, after which the commission will finalize its recommendations for government approval.
