Kosovo risks losing over €90 million EU aid unless reforms pass by December
Kosovo must adopt 16 pending reforms by the end of December or forfeit more than €90 million from the EU Growth Plan, after political deadlock limited pre-financing to €61.8 million.
Two years of political instability have stalled Kosovo’s EU Growth Plan implementation, resulting in just €61.8 million of pre-financing - only 7 % of the total allocation. After a recent coalition agreement, the parliament narrowly approved an anti-money-laundering law, yet 16 additional statutes required for the reform package must be enacted by the end of December or the country will lose more than €90 million. Jeton Zulfaj, head of EU negotiations, stressed the difficulty of securing votes for the remaining measures.
The European Commission is assessing a €142.6 million disbursement request, which includes loans and grants, and warned that missed milestones could trigger further cuts. Analysts warn that forfeiting over €100 million would cripple Kosovo’s already weak infrastructure and economic development. The next reporting deadline is January 2027, after which grace periods for 2025 milestones expire.
Why it matters
Missing the reform deadline could strip Kosovo of tens of millions of euros needed for critical infrastructure and economic growth.
