Kyrgyzstan launches nationwide e-government platform after five-year KOICA partnership
Kyrgyz officials say the new G-Cloud system now lets citizens obtain certificates online in minutes, ending weeks-long paperwork.
A five-year development program by the Korea International Cooperation Agency created Kyrgyzstan's G-Cloud, a unified cloud platform that digitizes government records and enables citizens to request certificates online within minutes. Nurlan Aidiev, who led the technical rollout as deputy director of IT infrastructure at InfoCom, now serves as deputy director of Kyzmat. The initiative required building infrastructure from scratch, intensive knowledge transfer, and basic digital literacy training for public servants.
Kyrgyz engineers later integrated AI for driver’s-license verification, showing the system's sustainability. KOICA and Kyrgyz authorities will continue cooperation on parliamentary digitization and a national digital training centre through 2027. Aidiev expressed willingness to work with KOICA again.
