Labour and Plaid Cymru strike deal to pass £433m supplementary budget

Labour and Plaid Cymru have agreed to approve a £433 million supplementary budget, adding £60 million for additional learning needs, with the bill to be laid on Oct 13 and debated on Nov 3.

The Welsh minority government’s July attempt to pass a supplementary budget was rejected, prompting a fresh negotiation with Plaid Cymru. The two parties have now reached a compromise that will see a £433 million in-year budget amendment approved, including £60 million earmarked for additional learning needs in one outlet financial year. The deal also preserves investment in the NHS, childcare provision and free school meals.

Finance minister Elin Jones called the earlier defeat "painful," while First Minister Rhun ap Iorwerth highlighted the achievement as evidence of effective Senedd collaboration. Labour leader Ken Skates said the funding will make a substantial difference for schools and colleges across Wales. The supplementary budget is set to be laid in the Senedd on Oct 13 and debated starting Nov 3.

Why it matters

The agreement provides extra school funding and sustains health and childcare services for Welsh children and families.
