An internal review of Thomas Embling Hospital, Victoria’s sole forensic mental health provider, disclosed that the unit is staffed mainly by junior clinicians facing intense workload pressures. Conducted by Queensland’s forensic mental health director Ed Heffernan and chief psychiatrist Bobbie Clugston, the confidential June report cited inefficient deployment of comparable government funding, fragmented part-time contracts and insufficient supervision for international graduates placed in senior roles.
It warned that unchecked, these issues could hinder recruitment and retention of skilled staff. The document also noted a heavy administrative load from thousands of patient leave requests, which can affect public safety. Forensicare, the specialist operator, and a government spokeswoman affirmed they will enact the recommendations, while new beds from the Fairfield expansion are slated to open in September to ease demand.
