Liberian Port Director Accused of Running Minnesota Group Homes from Abroad

Sekou Dukuly, who heads Liberia’s state-run port authority, is also reported to own and manage multiple Minnesota group homes, raising concerns about oversight and possible fraud.

Sekou Dukuly, celebrated at a 2024 ceremony in Monrovia for his business acumen, now serves as director of Liberia’s government-owned port system while simultaneously holding ownership stakes in dozens of Minnesota group homes. State records show that entities linked to him collected a minimum of $36 million in taxpayer-funded Medicaid dollars over ten years, most of which were for facilities serving individuals with mental illness or physical disabilities.

An MPR News and APM Reports investigation uncovered instances of resident neglect and fatalities at homes connected to Dukuly, suggesting possible financial misconduct. Dukuly reportedly managed daily operations at three homes from his Liberian residence. The revelations have spurred criticism from political figures such as Lisa Demuth, who contend that the scandal reflects broader oversight deficiencies in Minnesota’s social-service funding system.
